A large caravan is parked across from my house meaning lorries cannot get through: is there anything I can do to get them to move it?

I have to go out to move my car from outside my home when a large vehicle such as a bin lorry needs to pass. The reason is that there is a caravan permanently parked straight opposite my home. Is there anything that can be done as this surely is against the traffic laws?

It's obstruction if there is insufficient room to get other vehicles through.

Report it to the police on the grounds that even if you are properly parked by the caravan being there means there is insufficient room for the emergency services to get through. The chances are they will ask them to move it and ticket them continuously if they won't.
