A car can only use a bus lane outside the times shown for its use. If no times for use are indicated then the bus lane is 24 hours and a car must not drive in it at all. There are some occasions when you are permitted to drive in a bus lane within times of use but these are limited to "exceptional circumstances" such as if you are broken down or have a puncture, if ordered to by a police officer etc. In general circumstances it is not permitted and you risk a substantial fine for doing so.
