Can I still be charged 11 months after a traffic offence? Is there a time limit for a summons?

I was involved in a Road Traffic collision involving myself and another vehicle on June 3rd 2006. The police attended the scene after the accident and I was given a verbal N.I.P. I was also given a form to produce my documents at the local police station. The police officer at the time said I would be considered for prosecution of Driving without due care and attention and for the consideration of other road users and had the right to remain silent and anything you do say may be given in evidence speech. I just wanted to know if its safe to assume now that no further action can be taken, as its almost 11 months since the accident and I have heard nothing further from the police or the court? The offence was committed in Scotland, so you are able to answer Scottish law on this offence.

The police are required to place a document before the court which leads to a summons within 6 months of an offence, so while a summons can be issued outside the six month period, after 11 months it is probably safe to assume that there will be no further action.
