Do yellow lines also cover the kerb and the carriageway?

I have received a notice of a fine for parking on a driveway providing vehicular access between a carriageway marked with double yellow lines and a private house. The driveways and grassed areas along this road are within (I believe) land controlled by the local authority. Do the double yellow lines control land 'behind' them - i.e not just the actual carriageway? Secondly, as my car was 20 feet from the highway and therefore not causing a visual or actual obstruction nor being in a position that could have led to possible congestion, did the traffic warden have the authority to issue a parking ticket under The Traffic Management Act?

Any yellow line also covers the "highway" so not just the road but also the verge and the pavement back to the private frontage so yes you have committed an offence.

However there is some leeway for common sense and assuming it is a PCN you can appeal it to the issuing authority or a fixed penalty you can opt to go to court.

You will need to support your case that you were not blocking the kerb or otherwise causing a problem with photographs and a sketch of the area.
