Does a number plate have to be clearly photographed at the time of the offence for photographic evidence to be accepted?

Does Transport for London in presenting evidence for an alleged bus lane contravention required to show a photo of the vehicle's number plate during the alleged event? My motorcycle was given a PCN for being in a bus lane on the 15th of August 2008. I can not recall having caused the alleged offence as I am very careful to note the signs and times. It is alleged the machine was in the lane for 7 seconds. It was in the left lane at traffic lights and the images show it had moved across to the right in front of another car at a safe distance in front. At no time is the machine seen from the rear showing the number plate. It appears from the images supplied that at no time is the number plate shown.

The plate does not have to be visible on the picture but it obviously helps their case if it is. The images are supporting and evidential. If it is your bike and accepted as such beyond reasonable doubt then the plate does not have to be visible at the time the offence was committed.
