If speed cameras have to be painted yellow for motorists to notice them, why can police with mobile speed cameras wait around in dark places in unmarked police cars?

If speed cameras have to be painted a bright yellow colour for motorists to notice them, why can police with mobile speed cameras wait around in a dark place in a unmarked police car? Is it therefore a requirement for the police to be in a highly visible vehicle? I was issued with a speeding fine for driving in excess of the speed limit down a dual carrigeway that did not show any speed limit signs.

Speeding is an absolute offence. Fixed cameras are painted yellow and located in areas noted for accidents as a deterrent to slow drivers down but if the police detect you speeding you have committed an offence and you will not avoid a penalty. Aside from establishing the facts, there are very few restrictions on where they locate themselves to do this.
