Is it a legal requirement to have a driver's side rear view mirror?

I have recently been issued with a fixed penalty at the roadside for having a shattered (but usable) driver's side wing-mirror. Are there any grounds for appeal against this? It is broken, but is still able to be used for purpose. If I could appeal, it would purely be on grounds of principle.

You should have an external rear view mirror on the driver's side but it is very harsh for you to be issued with a Fixed Penalty for it being broken. I would normally expect it to be dealt with by a caution or at the very most a Vehicle Defect Rectification Notice. However on the grounds of principle alone I would not risk taking it to court as you risk a higher fine and court costs.
