Parking enforcement on private road
I live at the closed in end of a private cul de sac. Can I stop people from parking outside my house? Does anyone living further up the cul-de-sac have a right to come past their house to park? And is it legal for any of their visitors to park down here? Also if it isn't possible to stop them parking, should I still have to pay any maintenance cost when the road needs repairing?
Unless there are allocated parking spaces or you have the agreement of the private road owner you will not be able to stop other residents parking outside your house. You could erect courtesy signs or "polite notices" to discourage other people from parking.
Most people seem to respond positively to them.
Alternatively you could seek the agreement of the landowner to set up an allocated-place parking scheme within the cul-de-sac. If the latter can be achieved it might be sensible to allocate a few "visitor parking" spaces within non-contentious areas where people are allowed to park with an appropriate pass issued by a resident. These spaces should be available on a first-come-first-served basis and be allocated as a "privilege and not a right" of residency. Furthermore they should be of restricted term (perhaps 4 hours maximum stay in any 24 hour period). This should deter any three or four car family from blocking up the spaces.
In terms of enforcement, providing the area is properly signed, a contract should be able to be agreed with a reputable private company to ensure parking compliance an agreed guidelines.
